This is the Back to The 90s Retro Theme for WordPress. It makes your site look like a blast from the past. However, under the hood runs a modern HTML5, responsive, SEO-friendly, easily customized, translation ready, crossbrowser compatible code.

The settings page of the theme contains options you can use to configure how to the theme functions. Layout related settings can be fine-tuned by using the WordPress customizer at "Appearance -> Customize". 

The theme has two columns by default. If you place a widget to the right hand panel a third column will appear. On mobile devices all the content is displayed on a single column.
